The message should identify the order, say which document is ready, and provide one obvious download action. If preparation takes time, tell the customer that before they need to ask support. If only one item is ready, make the remaining item clearly pending.

Customers may also need the document again later. An order-linked re-download path is easier to understand than searching through old email attachments.
